PROFESSIONAL EXPERIENCE

1999-Present   DIRECTOR/SENIOR PUBLIC ADMINISTRATION ANALYST
Community Education and Resource Center (CERC)
UC Berkeley, Graduate School of Education, Berkeley, CA.
Direct the Community Education and Resource Center (CERC); a UC Berkeley community
outreach effort located at a high school in San Francisco. CERC links underrepresented students
and families from disadvantaged communities to UC opportunities by assisting students at all
levels (K-12, college transfer, undergraduate and graduate) to become eligible and competitive
to enroll at UC campuses. The connection between school and its surrounding community is key
to the education of urban youth and CERC believes that a University presence is crucial in urban
schools. Conduct research on outreach efforts for underrepresented minorities. Represent
center at outreach conferences and meetings. Collaborate with community-based organizations,
colleges, public agencies and the school district.

1998-1999   RESEARCH ASSOCIATE
Research Policy & Practice (RPP) International, Emeryville, CA.
Managed operations for the High Performance Learning Communities Project (HPLC), a $7
million action research project funded by Office of Educational Research and Improvement
(OERI) of the U.S. Department of Education.  HPLC?s goal was to identify effective strategies
for raising student achievement and equity in schools serving low-income children and replicate
the strategies with schools across the country. Responsibilities included managing budgets and
finances to ensure project compliance with federal commitments.  Collaborated with external
contractors and supported writing and production of federal deliverables and reports. Oversaw
the conference planning for two yearly consortium conferences and a weeklong summer
institute.  Provided technical assistance and Coaching to HPLC schools.  Developed new
business opportunities for the project and company-wide efforts.  Oversaw company-wide
action plan that included systems for researching funding opportunities, cataloging foundations,
internal and external production capacity, grant writing, marketing and public relations.

1997-1998  ADMINISTRATIVE ANALYST
Alameda County Social Services Agency, Oakland, CA.
Assisted with research and analysis on social welfare programs under Welfare Reform.
Conducted statistical analysis, designed studies, collected data, wrote reports and graphically
presented results. Wrote and edited public relation materials and reports under direction of the
agency Public Information Officer.

1996 INSTRUCTOR
Olympic Community College, Bremerton, WA.
Instructor for intermediate Spanish.  Taught an intensive five-week course concentrating on
writing and conversational Spanish.

1995 - 1996 RESEARCH CONSULTANT
Institute Effectiveness and Assessment Consultant
Edmonds Community College, Lynnwood, WA.
Worked with faculty and staff to design ways to collect evidence in academic programs to
demonstrate the effectiveness of student learning.  Audited current data collection and made
recommendations for an effective organizational structure.  Required a quantitative and
qualitative research and methodology.
State Board for Community and Technical Colleges, Olympia, WA.
· Wrote a data share agreement between the SBCTC and The State of Washington Department
of Social & Health Services Economic Services Administration.  Analyzed and reported data
that monitors public assistance client participation in community and technical colleges.
· Conducted research on multicultural issues in community colleges and compiled an annotated
bibliography for the ?Multicultural Efforts Project.?  Convener for ?Progression from ESL to
Vocational and Transfer Programs? workshop.  Involved in the planning stages for the
conference and worked closely with sponsors, the SBCTC and The Washington Center for
Improving Undergraduate Education.

community colleges in Washington State.  Study provided information for SBCTC and

Early Identification Program (EIP), Office of Minority Affairs,
University of Washington, Seattle, WA.
Counseled/advised and distributed resources to undergraduate students of colorincluding Pacific
Islanders, Latinos, Filipinos, African Americans, and Native American/Indians.  Liaison for
faculty and students on research projects.  Coordinated recruitment of faculty and graduate
students to mentor undergraduates in pursuit of graduate degrees.  Planned conferences and
meetings, supervised work-study students, and collaborated in grant writing.

1983 - 1994  MANAGER AND DISPATCHER
Franco Trucking Company, Alta Loma, CA.
Instrumental in creating this contract highway transportation company.  Manager of  $2 million
budget for this transportation carrier for major steel manufacturers in Southern California.
Involved in every aspect of family owned business.  Duties included, management, marketing,
finance, customer relations, supervising up to 20 personnel, budgeting and payroll.

1992 - 1993 PARALEGAL/LEGAL ASSISTANT
Law Offices of Jeffrey P. Dressler, Hartford, CT.
Prepared legal papers and correspondence, such as summons, complaints, motions, and
subpoenas.  Primarily property damage and criminal cases, involving a predominantly Latino
clientele. Conducted conferences, interviews, interrogations, and investigations in Spanish
primarily.  Served as interpreter between clients and attorneys.

1991  RESEARCH ASSISTANT
School of Education, Stanford University, Palo Alto, CA.
Assisted a Developmental Psycho-Linguist on a bilingual education project.  Collected primary
and secondary data from inner-city children and their families.  Prepared substantial report:
Language Attrition in Bilingual Children: Analysis of the Attrition of Younger Siblings and
presented results to faculty at the Stanford Summer Research Conference.

1989  RESEARCH ASSISTANT
Social Science Research Council, New York (Research conducted in Los Angeles County).
Assisted Cultural Anthropologist from the University of Southern California.  Research focused
on urban youth:  Gangs in Southern California.  Trained as a Youth Counselor for the
department of corrections and conducted interviews with incarcerated youths.  Primary data
involved gangs from Latino, African American, and Asian backgrounds and personal case
histories were developed.  Presented paper titled Urban Youth:  Latino and African American
Gangs in Southern California, at the "Urban Underclass" conference at Columbia University in
New York, September 1990.
